New Congress Gets to Work (Sort of), Other Federal Government News


A Look Back, 112 Congress Passed Transportation Bills

For all of its heel dragging, the 112th Congress managed to pass some infrastructure-relate bills.  On the transportation front, it passed the Moving Ahead for Progress in the 21st Century Act (MAP-21).  MAP-21 was primarily and extension of highway programs through the end of September 2014 with authorization for small funding increases.

EPA Administrator Stepping Down

Environmental Protection Agency (EPA) Administrator Lisa Jackson announced that she plans to leave the post early this year (read her statement→).  Deputy Administrator Bob Perciasepe is expected to lead the agency, possibly indefinitely.

House Transportation & Infrastructure Chair Promises Active Committee

Rep. Bill Shuster (PA), newly appointed chairman of the House T&I committee, committed himself to passing important legislation and assuring the committee is active in oversight.  Legislation priorities include reauthorization of the Water Resources Development Act and surface transportation programs.  Oversight goals include implementation of reforms enacted in MAP-21.

Missouri Senator Calls for Decision of Levee Project

Sen. Claire McCaskill (MO) requested that the EPA and U.S. Fish and Wildlife Service resolve their issues related to levee and drainage projects in southeast Missouri, particularly including the St. Johns Bayou levee.  These Corps of Engineer projects were halted because of concerns over fish and wildlife habitat.*

Barge Traffic Threatened on Missouri & Mississippi Rivers


Levels on the Missouri and Mississippi Rivers continue to drop.  One of the consequences of low river levels is the dangers it poses to navigation, especially to barge traffic.  Low levels have exposed rocks and sand bars on both rivers.

Barges on these rivers transport a lot of goods, especially commodities.  This is a significant part of the economy of states along these rivers, especially those on the lower Mississippi River.  For instance, in Missouri the Missouri Economic Research and Information Center estimated that nearly $3 billion in Missouri commodities, mostly agricultural products, are shipped on water.  Water freight generates an estimated $388 million annually in gross state product (GSP) in Missouri.

To some degree, flow in these rivers is controlled by dams operated by the U.S. Army Corp of Engineers.  Officials and businesses along the Mississippi River have asked the Corp to release more water.  The Corp agreed, and on December 15 began releasing water Carlyle Lake (a little more than 50 miles east of St. Louis) on the Kaskaskia River, which flows into the Mississippi River a few a few miles downstream of Ste. Genevieve, Missouri.

The Corp has tried to tame these rivers for more than a century, managing them for navigation, flood control, and other purposes.  It may not get any easier.  Many are predicting that climate change will result in more droughts and flooding along with more frequent extreme high and low levels of water in the rivers.

A couple of days ago, IW was quick to draw knives on a proposal to pump water from the Missouri River to the Colorado River through a pipeline that would run from Leavenworth, Kansas, to Denver, Colorado.  Recently Interior Secretary Ken Salazar admitted that this was not a practicable plan and that western states need to seek solutions elsewhere.

Book Review: #STEM Books for #DeSTEMber

I’ve reviewed 39 STEM-related books (and counting).  STEM is an acronym for science, technology, engineering, and mathematics.  As you may have seen in the news, there is a push to improve STEM education, interest students in STEM fields, and grow the number of workers in these fields.  The idea is that these will be the skills needed by workers of the future.  If you’re a STEM educator or a student considering a career in STEM fields, you might like to take a look at some of these books.

I’ll confess that I’m not an educator, but I think most of these books will be accessible to high school and college students, and a few to middle school students.  The list is also a reflection of my career and interests in engineering, public health, policy, and history.  Even with these biases, I think it is a good list for someone looking for STEM-related books.

How to Build an Android: The True Story of Philip K. Dick’s Robotic Resurrection by David F. Dufty

I was fascinated by robots as a kid.  I enjoyed reading Isaac Asimov’s robot stories.  I longed for the Omnibot 2000 in the Sears Wishbook.

Robots have come a long way.  In How to Build an Android, David F. Dufty describes the short strange life of a very complex robot made to look and talk like science fiction author Philip K. Dick.  The robot had a very sophisticated and lifelike head and complex artificial intelligence.  As with most complex things, it was the work of many people who had to solve a lot of problems.

If you’re interested in robotics, this is an interesting nontechnical book.  In addition, you’ll get introduced to some freaky sci-fi.  You may even get as (somewhat) legitimate reason to use the word “Dickhead” (capitalized, it refers to a fan of PKD, so don’t go using it on anyone).

 

The Big Roads: The Untold Story of the Engineers, Visionaries, and Trailblazers Who Created the American Superhighways by Earl Swift

The Interstate highway system in the United States is one of the most enormous structures built.  Some of the prospective STEM students who read this may actually be younger than the Intestate system, though in some sense it is never complete because it needs constant repair and maintenance.  The Interstates were completed in the 1990s, but the Federal-Aid Highways go back to 1916.

 

Earl Swift wrote an accessible history of the Interstates in The Big Roads.  If you interested in automobiles or transportation, it’s a good read.


 

Dreams of Iron and Steel by Deborah Cadbury

Deborah Cadbury describes seven wonders of engineering in Dreams of Iron and Steel.  It covers almost a century of history, but many of the events are concentrated in the Victorian Era.  That was a time of great technological innovation.

 

Though the book is history, many of the structures still stand.  Railways, the Brooklyn Bridge, the Suez and Panama Canals, and Hoover Dam stand testament to an age of big engineering.


 

The Physics of Superheroes by James Kakalios

Though the memory of Professor Wragg’s sneer prompts me to not make this confession, part of my interest in science and technology came from comic booksIron Man was cool.  Spider-Man’s web shooters were very cool.  Superhero comics are full of fantasy, admittedly, but the strange, unrealistic science and technology they depict have inspired many to study STEM in reality.

 

Physicist John Kakalios uses examples from comic books to explore real physics in The Physics of Supeheroes.  Sometimes comics get there science right.  Even when they get it wrong, it can be instructive.  If you know what people are talking about when they refer to the “New 52,” you may find this book to be a great introduction to physics.


 

1089 and All That: A Journey into Mathematics by David Acheson

Here is another confession: I’m not especially interested in math.  I endured a lot of math classes to study engineering.  Reading David Acheson’s 1089 and All That did not require such endurance.  For one reason, it is a short book.  For another, Acheson doesn’t expect his readers to be mathematicians; it is enough to follow the outline of the math he discusses.

 

I recommend this book because so many people have a fear of math.  1089 can be followed by many high school students and older folks with math phobias.  Just take a deep breath, relax, and follow along as well as you can.  You’ll see that math can be interesting, useful, and even beautiful in a way.


 

The Brooklyn Bridge: They Said it Couldn’t be Built by Judith St. George

Judith St. George’s The Brooklyn Bridge is a short history of and iconic bridge.  Written for the bridge’s 100th anniversary, it is also the story of the engineers who sacrificed life and health to see it completed: John Roebling and his son Washington.  John Roebling was a German immigrant who built many suspension bridges and owed a wire-making business.  He gave his son and extraordinary education in bridge engineering for the time, and before beginning work on the Brooklyn Bridge he served as an officer in the Union Army during the Civil War.

 

Why should a cutting-edge STEM student read about a bridge that is almost 130 years old?  It’s because we still use and rely on very successful, centuries old technologies.  Improving and rebuilding our infrastructure will be an important part of our economy.  As recently as 2010, New York City and the federal government committed $500 million to repair and repaint the Brooklyn Bridge.


 

The Essential Engineer: Why Science Alone Will Not Solve Our Global Problems by Henry Petroski

STEM lumps together science, technology, engineering, and mathematics.  Is there a difference between science and engineering?  Is it important?

 

Henry Petroski, a professor of civil engineering and history and author of The Essential Engineer, believes there is an important difference.  At heart, science is about increasing knowledge.  Engineering is about invention.  Of course, new knowledge makes new invention possible.  Just as often, though, engineering runs ahead of science.  Sometimes science didn’t advance until someone invented the instruments to conduct new observations and experiments.  The invention of the microscope made possible the science of microbiologySteam engines were built and greatly improved before we had a modern scientific understanding of thermodynamics.  In fact, thermodynamics was to a large extent born out of desire to understand steam engines. In this sense, it is an engineering science (study of manmade things) as much as a natural science (study of natural things) or branch of physics.

 

Petroski’s focus in the book is the importance of engineering to policymaking, where it is often overshadowed by science.  Policy, science, and engineering play off of each other a lot.  Most of my career as an engineer has been related to government, policy, and regulatory compliance.


 

The Ghost Map: The Story of London’s Most Terrifying Epidemic—and How It Changed Science, Cities, and the Modern World by Steven Johnson

The Ghost Map by science writer Steven Johnson is the story of the birth of epidemiology.  Epidemiology is a medical science that uses statistics to help us understand how diseases operate in a population.  Using various statistical and geographic tools, long before we had computers and GIS, physician John Snow demonstrated that cholera, once a recurring plague that wiped out hundreds of thousands of people in some outbreaks, was a waterborne disease.  This understanding, initially met with much skepticism, allowed officials to intervene to prevent the spread of the disease.  For those who say of their math classes, “I’ll never us this,” here is a case where math (and science and policy) were used to make a great difference.


 

Undaunted Courage: Meriwether Lewis, Thomas Jefferson, and the Opening of the American West by Stephen Ambrose

It is not much publicized today that the Lewis and Clark expedition of 1804 to 1806 had a partly scientific mission.  Captains Lewis and Clark were charges with bringing back samples of the flora, fauna, and culture of the western territories.  It was also hoped that they would find a water passage to the Pacific Ocean.  In Undaunted Courage, Stephen Ambrose writes about the scientific mission as well as the policy, diplomacy, and commercial hopes the expedition carried.

 

Of course, what attracts most people to the Lewis and Clark expedition is that it was a great adventure.  There is a place in STEM fields for thoughtful adventurers and explorers. 


 

Buried Alive: The Terrifying History of Our Most Primal Fear by Jan Bondeson

A list like this deserves something strange, creepy, and more fun than you care to admit.  Right now, thousands of very young future STEM workers are catching bugs and snakes, breaking their toys to see what is inside, or staring into space with a weird expression of vacancy and concentration.

 

Jan Bondeson’s Buried Alive is not a morbid book.  It is sometimes humorous, especially in consideration of topic.  From a STEM point of view, Bondeson shows how knowledge accumulates over time.  The fears and activities of our forefathers may seem strange to us, but they sometimes made sense in light of what they knew.  Buried Alive doesn’t simply play off our fascination with the grotesque and death, though the book might not have been written if we lacked that fascination, I think it reminds us to approach our ancestors with a touch of grace and humility.  Maybe our progeny will show us the same courtesy.

Book Review: Blue Revolution by Cynthia Barnett

America has a problem.  We’re a thirsty nation.  Actually, it’s more like we’re addicted to water, abusing it.  We subsidize its use on a grand scale in industries that use it inefficiently, even wastefully, and in locations where it is naturally hard to come by.  We allocate it based on facts that are no longer true, and were doubtful or changing even as we made our policies.  In our sometimes blind enthusiasm, we overreached and now we are mire in unintended consequences.  To top it off, we rarely change our ways until a crisis is already upon us.

Cynthia Barnett describes these problems in her book Blue Revolution.  She also looks around the country and the world for solutions.  Her essential solution is a water ethic.


Atnone time, people were intimately connected to water.  Farmers watched for rain.  Children fetched pails of it from the stream or worked a pump handle.  Communities were built around watermills where people brought in grain or carried away flour. 

Of course, water is no less essential to modern life.  We depend on it for drinking, cleaning, sanitation and green lawns.  It is essential or the energy that light and cools our homes and powers our computers.  The abundance of food in our groceries stores is partly a testament to the abundance of water used to irrigate fields that don’t get enough rainfall for the crops we grow.

What is different is the way we view water.  For most of us it is cheap, nearly free in comparison to other utilities and services we use in our homes.   We can get as much as we want whenever we want by opening a valve.  Water is something we hold back with dams, divert with canals, and pump through pipes.  It bends to our will—except when it doesn’t.

Our water policies and technologies have often had unintended consequences.  We turned deserts into productive fields, but much of the water is lost to evaporation.  We moved water great distances to supply cities, but it encouraged profligacy that threatens those distant, expensive supplies.  Dams that were engineering marvels may soon stand at the ends of empty lakes.

Sure, changes in technology and policy are needed to stop, and hopefully reverse, these problems.  Barnett doesn’t stop there.  Our approach to water arises from the way we value it, think about it, and relate to it.  Our present state came from valuing water little, thinking about it little unless it was our job, and relating to it little except for those who intensely depended on a highly subsidized supply.

The water ethic Barnett proposes would value water, both in the sense of personal appreciation and economic cost and opportunity.  It would seek the best use of the water we have, especially what is locally available.  It creates opportunities for people to contact water and understand where it comes from and how it is affected by use.  It is something that spreads organically from person to person, neighborhood to neighborhood, business to business, and city to city.

It is an ethic that is within reach, too.  Barnett describes how places that have long had extreme relationships with extreme water environments, like the Netherlands, Singapore and Australia, have changed their relationship with water.  These are not just policy shifts, they are cultural changes.  Even in the United States, there are places where a new water ethic is taking hold and people understand how important and fragile water is.

2.2. Dams & Reservoirs

Historically, dams and reservoirs have contributed to drinking water supplies, agricultural production and energy production.  However, some have had negative consequences.  Typical problems that can arise for excessive dams and resevoirs include

  • altered water characteristics,
  • increased pollutant concentration,
  • decreased dissolved oxygen (DO),
  • altered temperature (DO and temperature can effect viability for various species),
  • loss of habitat, and
  • reduced sediment delivery (important to agricultural areas that rely on sediments to replenish soil fertility) (1).

On the Mississippi…and Lake Michigan

The Corp of Engineers has released a report stating that it is possible to once again separate the Great Lakes from the Mississippi River. One of the driving forces behind the study was the desire to protect the waterways from invasive species, especially to protect the Great Lakes from the Asian carp that have invaded the Mississippi River.

The Chicago canal system would have to be overhauled. As a corollary, Chicago would need to upgrade its wastewater treatment system. The Chicago canal was built in part to send the city’s wastewater down to the Mississippi River rather than into Lake Michigan. If the basins were separated, Chicago would need to discharge some of its wastewater into the lake.

The price tag for the project could be as high as $9.5 billion. Given the value of fishing, sports and tourism on the Great Lakes, it may be worth it.

The Corp is also looking at flood protection on the Mississippi River. Levees damaged by floods in 2011, or even purposefully breeched to protect other levees, may leave those areas vulnerable to flooding again this year. Congress appropriated $802 million for levee repairs.

Bill Quickies

The 10 Million Solar Roofs Act (S. 1108) would establish best management practices for solar permitting and provide grants to local governments to implement those practices.

A group of Iowa, Kansas, Missouri, and Nebraska Congressmen sponsored a bill (H.R. 3719) that would make restoration of levees after the 2011 floods the top priority for the Corps of Engineers in its management of the Missouri River.

Congress finally passed an appropriations bill for the rest of fiscal year 2012 (H.R. 2055).

The Hydropower Regulatory Efficiency Act of 2011 (H.R. 3680) would ease the permitting of small hydropower projects and fund workshops, pilot projects, and studies related to hydropower.

The Geothermal Exploration and Technology Act of 2011 (S. 1142) would fund geothermal exploration and the development of related technology.

President Obama signed into law the Pipeline Safety, Regulatory Certainty, and Job Creation Act of 2011 (more information).

Water Briefs

The Corps of Engineers announced it will be reducing flow through dams along the Missouri River. The Corps had been releasing large flows from the reservoirs due to large snowmelt and spring rains in the upper part of the river basin, permitting summer flooding downstream. MORE

New York City is considering bringing in water from New Jersey, to the dismay of some if its citizens. NYC will be shutting down the Delaware Aqueduct, which brings water to the city from upstate New York, for up to a year beginning in 2018 to repair the leaking conveyance. MORE

Sarah Parker Pauley Nominated to Direct Missouri Department of Natural Resources

Sara Parker Pauley has been nominated to the position of Director of the Missouri Department of Natural Resources by Governor Jay Nixon. The department has not faired well under Nixon’s previous appointee, so Pauley faces rebuilding a damaged enterprise. She will also need to repair the agency’s relationship with the General Assembly.

Pauley previously served at the department as a deputy director during the administration of Governor Bob Holden. She must be confirmed by the state Senate, where tough confirmation hearings are expected, but will serve as director during the process.

Missouri Governor Nominates Infrastructure and Environmental Board Members

Missouri Governor Jay “Boondoggle Bridge” Nixon announced appointments to some boards and commissions. The appointees will be subject to confirmation by the Missouri Senate.

Patrice E. Boehler, Dam and Reservoir Safety Council - Since 1998, Boehler has served as vice president of development for Westmore Group Inc., a provider of commercial real estate services. She also is president of Natural Resource Consultants Inc. and has worked on dam safety issues in that position for 19 years. Her term ends April 3, 2011.

Daniel G. Buxton, Dam and Reservoir Safety Counci - Buxton is a project manager/engineer for The Doe Run Co. and has been with the company since 1974. In his current position, he manages construction projects at plant sites, regularly inspects 11 Doe Run-owned regulated dams, and manages repairs and construction of the company's dams and spillways. His term ends April 3, 2011.

Kyle W. Drury, Dam and Reservoir Safety Council - Drury is senior design engineer at Bloomsdale Excavating Co. and has been with the company since 2004. He previously was a project engineer with Holcim (US) Inc. and an aviation engineer with Crawford, Murphy and Tilly Consulting Engineers. His term ends April 3, 2010.

Charles E. (Eddie) Adams, Jr., Hazardous Waste Commission - Adams is general manager of Adams Fertilizer Inc. in Senath. He has been with the business since 1985. Adams also was an agricultural pilot for Senath Aviation from 1984 to 2006. His term ends April 3, 2012.

Michael R. Foresman, Hazardous Waste Commission - Foresman serves as a part-time consultant for several environmental consulting firms. He retired in 2001 as president of Solutia Management Co. Inc., a remediation liability management subsidiary of Solutia Inc. His term ends April 3, 2013.

Missouri Environment & Infrastructure Roundup

Lead Contamination Continues in Herculaneum
Environmental Protection Agency (EPA) Region 7 is considering a range of enforcement actions against the Doe Run Resources Corporation, now that recent tests have shown more than one-third of a group of properties situated within a mile of the company's lead smelter in Herculaneum, contain lead at levels exceeding 400 parts per million (ppm), EPA's threshold for removing and replacing such soils.Of 372 properties sampled, 129 had at least one area exceeding the 400 ppm action level for lead. A total of 104 of those 129 "action level" properties have already undergone soil remediation within the past nine years, under work previously ordered by EPA. EPA intends to work with the Missouri Department of Natural Resources (MoDNR) to correct the problem by requiring Doe Run to implement a solution.Doe Run's facility at 881 Main Street in Herculaneum has been in operation for more than a century and is the largest smelter of its kind in the United States.

Both EPA and MDNR have taken a number of enforcement actions against Doe Run over the years, including EPA's July 2009 unilateral administrative order, directing the company to sample and test gravel driveways and surface yard soils from all homes within one mile of the smelter. Those tests, completed by a contractor hired by Doe Run, were completed last month, after which the company sent confidential letters to property owners and residents, informing them only of the test results from their respective properties. EPA received a full report of the sampling activity on October 8, 2009. A redacted copy of that report is available at www.epa.gov/region07/news_events/legal/.

Stimulus Funds Aid Clean Up of Madison Co. Mine Superfund Site
EPA Region 7 has awarded a contract to an Ohio environmental firm to proceed with the cleanup of lead-contaminated soils at approximately 800 residential properties within the Madison County Mines Superfund Site in southeast Missouri. The contract is supported by more than $9.8 million in funding through the American Recovery and Reinvestment Act (ARRA) of 2009.Environmental Quality Management, Inc., of Cincinnati, has a two-year base period with one option year, and a maximum possible award of $13,915,694, under the contract. Total ARRA funding for the contract is $9,885,000.The funding will enable EPA to proceed with the cleanup of an estimated 800 residential properties at the site over a two-year period, with additional funding to clean up 200 more residential properties in the third year of the contract.Madison County Mines Superfund Site is located in southeast Missouri near Fredericktown, in the Old Lead Belt where heavy metal mining has occurred since the early 1700s. Past mining operations have left at least 13 major tailings and chat deposits from mineral processing operations within the county. Wind and water erosion has moved the lead-contaminated material to residential surface soils, sediments, groundwater and surface water, posing threats to human health and the environment.

Governor Makes Environmental & Infrastructure Nominations
Gov. Jay “Boondoggle Bridge” Nixon has announced several nominees to boards and commissions.

Jack Baker, Air Conservation Commission (reappointment) - Baker is a cattleman who was first appointed to the Air Conservation Commission in 2002 and has served as chairman and vice-chairman of the committee. He sits on the state board for the Association of Missouri Electric Cooperatives and has served on several cattle-related boards. Baker has received several awards and honors for his Angus cattle. His term ends Oct. 14, 2013.

Thomas B. Bradley, State Soil and Water Districts Commission - Bradley is a farmer who is currently serving his fifth term as treasurer for New Madrid County. He earned a bachelor's degree in agriculture, with a minor in geology, from Southeast Missouri State University. Bradley also has served as a member and treasurer of the New Madrid County Soil and Water District. The Governor has appointed him for a term ending Aug. 15, 2012.

Steven B. Martin, Missouri Agricultural and Small Business Development Authority - Martin is the division manager for Crop Production Services for Missouri and Arkansas and has worked in the agricultural industry since 1980. He has also worked for United Agri Products Inc. and for Terra Industries in sales and management. Martin also is involved in the operation of a family farm. The Governor has appointed him for a term ending June 30, 2014.

William J. Schumake, Dam and Reservoir Safety Council - Schumake has owned Town and Country Motors in Sedalia for 42 years. EPA Calls for Missouri to Revise Mississippi R. Standards Near St. Louis
The Environmental Protection Agency’s (EPA) Region 7 has requested that the Missouri Department of Natural Resources (MoDNR) revise water quality standards for a 28.6-mile section of the Missouri River upstream of its confluence with the Meramec River. The change is intended to protect the river for use for whole body contact recreation, though a MoDNR proposal to implement the standard was previously rejected by the state Clean Water Commission.

Missouri Comes Out Swinging Over River Diversion Plan
Missouri politicians at both the state and are opposing a Bureau of Reclamation plan to divert water from the Missouri River for irrigation purposes in North Dakota. This is recent flare up in the longstanding fight for water among the states along the river that predates the act from 2000 that established North Dakota’s allotment of water from the river.

Missouri Governor Makes Environmental Appointments

Missouri Governor Jay “Boondoggle Bridge” Nixon has announced appointments to several state boards and commissions with responsibilities in environmental policy and programs.

Dr. Raymond E. Bailey, Seismic Safety Commission - Bailey is construction management/services manager for ABNA Engineering. He holds a bachelor's degree in geological engineering from the Colorado School of Mines and an MS and doctorate from the Missouri University of Science and Technology. He was appointed to a term ending July 1, 2012.

Dr. Jeffrey D. Cawlfield (D), Dam and Reservoir Safety Council (reappointment) - Dr. Cawlfield is a professor of civil engineering at Missouri University of Science and Technology, and has been at the university since 1987. He currently is chair of the freshman engineering program at the school. Hew was appointed to a term ending April 3, 2011.

LaRee DeFreece, State Environmental Improvement and Energy Resources Authority - DeFreece, who holds a law degree from Washington University, is vice president and director of global sustainability consulting services for the architectural firm HOK. He was appointed to a term ending Jan. 1, 2011.

Bruce E. Manning, Safe Drinking Water Commission - Manning, who holds a Missouri "A" operator's license and a Missouri DSIII drinking water distribution operator's license, is the principal water treatment technologist for CH2M HILL. He has more than 30 years' experience in water quality management. He was appointed to a term ending Sept. 1, 2012.

Dianna R. Reed, Air Conservation Commission - Reed, a 27-year-old who holds a civil engineering degree and a law degree from the University of Missouri, serves on the program committee of the U.S. Building Green Council - St. Louis chapter and on the environmental and legislative committee of the American Bar Association Forum on the Construction Industry. She is an associate with the law firm of Greensfelder, Hemker & Gale. She was appointed to a term ending Oct. 13, 2012.

Book Review: When the Rivers Run Dry by Fred Pearce

Pearce, Fred. When the Rivers Run Dry: Water—The Defining Crisis of the Twenty-first Century. Boston: Beacon, 2006.

Mankind’s attempts to harness rivers have had unintended consequences. Schemes to make land more productive have created deserts. Crops on drained land have produced less food and value than the swamps they displaced. Rivers hemmed in to prevent flooding have flooded more frequently and worse than before.

Pearce isn’t against technology. He sometimes expresses admiration for the dams, canals and other engineering feats about which he writes. However, he’s not impressed when this technology deprives people of the water and wealth it was intended to provide.

Water and wealth is a connection Pearce often makes. For all the lip service paid to the social benefits of grand water schemes, the water tends to go where the money is.

Overall, the world has become more water poor. The poorest have generally lost the most.

In spite of the history, Peace sees hope in the potential of technology that works with the water cycle instead of against it. It is already happening on a small scale where ancient where people are reviving ancient methods of capturing rainwater. Indian farmers are adapting dessert containers for use as a cheap, and more efficient, drip irrigation pipe. On the large scale, river engineers are cutting levees, restoring wetlands and allow river to return to curvy courses. In agriculture, the biggest user and waster of water in much of the world, there is a move to crops that are more appropriate to the locally available rainfall and less dependent on irrigation. Even in Los Angeles, a city known for the lengths it has gone to in order to quench its great thirst in a dry land, activist are seeking to create a more porous city that captures and uses the water that falls there naturally.

To illustrate his points, Pearce travels the world to see the disastrous results of bad water management, the extreme example being the disappearing Aral Sea. He also points out what works, like a restored qanat in Iraq.
