President Obama’s proposed budget for 2011 includes the creation of a $4 billion National Infrastructure Innovation and Finance Fund. This fund would finance a variety of transportation issues with national or regional significance. This looks like a fund for heavily vetted, big projects in transportation only. In that regard, it may not be the model of a national infrastructure bank that many are looking for.
