The Environmental Protection Agency is receiving comments on a draft handbook for the development of watershed total maximum daily loads (TMDL). You can view the draft here.
They are receiving comments until Feb. 18, 2009. Comments and questions should be sent to Mr. Michael Haire.
A TMDL is the sum of wasteload allocations of a pollutant into a waterbody, including both natural and manmade sources. It might be thought of as the amount of a pollutant a waterbody can handle while still supporting its designated uses. TMDLs must be calculated for impaired waters that are covered by section 303(d) of the Clean Water Act.
