Sewage Overflow Bill Passes House
The Sewage Overflow Community Right-to-Know Act (H.R. 2452) passed in the House of Representatives this week. The bill would require owners of publicly owned treatment works to institute a means of sewer overflows, publicly report overflows within 24 hours of their occurrence and annually report on overflow events. States would annually submit a summary report to the Environmental Protection Agency. The bill would make implementation of sewage overflow monitoring eligible for financial assistance through the state revolving fund program.
